I used to access Tor from a Windows 10 laptop. It wasn't a chrome OS but I did have a chrome browser on the laptop. I never had any trouble using tor.

PS; Maybe try a windows PC?

This is why Tor browser isn't running on your Chromebook, my friend:

1) Find, download and install a Tor browser. 

2) Find links. 

3) Surf the dark web.
