How To Block Email Address In Gmail?

Question

I would like to block OUTGOING email address (email of someone that I send emails to) not INCOMING address, so if I send an email to [e-mail], it must not do anything irrespective if [e-mail] is a valid email address or not, if it isn't valid it must not send me delivery failed notifications, if it exists it must not send an email to that address either.
