Is there something wrong w/ www.google.com.ph?

Question

It started when I discovered I could not connect to www.google.com. I pinged www.google.com. It turned out to be okay but when I pinged www.google.com.ph. It says "Request timed out". So I figured since I am in Philippines I must have been redirected to www.google.com.ph. So when I want to connect to google, I need to type 74.125.31.99 on the address bar.
