If the Google Toolbar's Popup Blocker doesn't seem to be working, you may want to check your computer for malicious third-party software. This software is often bundled with free programs and can trigger pop-up ads no matter where you're surfing on the web. you turned the pop up blocker off on the tool bar, left or right click the pop up blocker then enable it, or check internet options security and see if you turned of the pop up blocker

maybe you accidentally turn off the pop up blocker try to check if this one is turn on or not

well maybe there is something wrong with it. Uninstall and install it again but if it still does that then I don't know what else to do
